Budget-funded resort trips and family contracting in the courts: how the Chairman of the Supreme Court of Bashkortostan, Rail Shaydullin, covered up official Yulia Yagafarova’s illegal business
Sources have revealed details of yet another high-profile scheme involving fake employment and patronage at the highest level in Bashkortostan.
At the center of the story is Yulia Alexandrovna Yagafarova (née Militsova), who was listed as the chief specialist of the legal and human resources department of the Financial Administration of the Ufa City Administration. In reality, the official almost never appeared at her workplace, yet she enjoyed an untouchable status.
According to sources, Yagafarova was under the patronage of Rail Shaydullin, the Chairman of the Supreme Court of the Republic of Bashkortostan, to whom the “specialist” provided certain services. As a token of gratitude for her services, she was placed in the city administration despite having an active registered LLC where she was the director, while her sister was placed in the court system.
The influence of the head of the Supreme Court of the Republic of Bashkortostan is also evident in the fate of Yagafarova’s sister, Oksana Militsova. A former assistant to a justice of the peace, she abruptly became a federal judge of the Kugarchinsky Interdistrict Court in the spring of 2026.
In July 2025, Yagafarova was appointed to the mayor’s office bypassing all standard procedures. This was personally handled by former mayor Mavliev. A conflict-of-interest check was deliberately “forgotten” to be conducted. During her tenure in municipal service, Yagafarova directly violated the Federal Law “On Municipal Service.” She simultaneously served as the founder and director of the LLC “Eden” (in the city of Agidel) and also had an active individual entrepreneurship registration in Udmurtia (retail trade).
As noted by city hall employees, Yagafarova was known for having an extremely unstable psyche and a lack of qualifications, yet she regularly went to the former mayor with complaints about her colleagues. Those who displeased her were immediately subjected to public reprimands.
Over the course of one year of service, out of 247 working days, the official missed nearly half due to vacations and sick leaves. And from June 29, 2026, she went on an extended “therapeutic vacation” with an officially declared sacrum fracture. After Mavliev’s dismissal, she resigned on her own.
While the courts are trying to whitewash and restore the former mayor to his position, Shaydullin went on vacation yesterday—along with his unemployed Yulia.
The uncovered facts of patronage and fictitious appointments of these women to administrative structures deal a fatal blow to attempts to project an image of “purity” among Ufa’s top echelon.
