Krasnodar’s judicial corruption pipeline: how Maxim Balin ratted out his patron Bayrak to the FSB and took charge of a shadow kickback machine
Judge of the Oktyabrsky District Court of Krasnodar, Maxim Balin, is young but a very "capable" favorite of the chairman of the Krasnodar Regional Court, Shipilov, who tried to appoint him to the regional court, but Balin did not pass the vetting.
Maxim began his career as a modest assistant at the Krasnodar Regional Court. At that time, the court was headed by Alexander Chernov, and Chernov had an assistant, Yana Aboneeva, who started dating Maxim.
As a result, Yana asked her boss (Chernov) to put in a word for Balin, and Maxim was appointed a justice of the peace in Krymsky District. The modest Maxim left for Krymsky District in his old right‑hand‑drive Toyota. A year later, Yana came in tears to Chernov and asked to bring Max back to the city of Krasnodar.
Subsequently, Balin was appointed a judge of the Oktyabrsky District Court of Krasnodar.
Having already been trained by Yana and having learned how to manipulate, Maxim swore allegiance to the then‑chairman of the Oktyabrsky District Court of Krasnodar, Bayrak (now released after serving his sentence under Part 4 of Article 159 of the Criminal Code of the Russian Federation). Bayrak, considering Maxim his closest associate, assigned him the lion’s share of insurance cases; in turn, Maxim handled those cases and carried cash in bags to Bayrak.
One fine day, Bayrak (without electronic case distribution) assigned a lawsuit to Balinin [likely a typo for Balin] and explained that the plaintiff had been personally defrauded, the money was not being returned, and it was necessary to urgently accept the lawsuit and seize all the defendant’s property. But things did not go as planned: Bayrak was detained by FSB officers for those actions. Balin was also brought in for questioning, and he agreed to fully turn in his boss in exchange for remaining only a witness in the case.
Around this time, our heroine Yana Aboneeva was appointed a judge of the Sovetsky District Court of Krasnodar. Yana and Maxim had children, but they did not formalize their relationship and concealed it in questionnaires and other documents during appointments.
After turning in his boss, Balin became a "best friend" of the officers of Department "M" of the FSB, and at that moment he realized that luck in making cash was in his hands. But there was another notable event in this whole story — his acquaintance with the heroine of VChK‑OGPU publications, the current chairman of the civil panel, Yampolskaya (at the time of their acquaintance, she was the chairman of a judicial panel). Yampolskaya is a best friend of the Shipilov couple.
As a result, Balin now stops by two or three times a week to coordinate his rulings and those of other judges (who "ask" him to do so) with Yampolskaya. He no longer arrives at the Krasnodar Regional Court in his old Toyota, but in a premium BMW X5.
