Quite an interesting way to spend time under house arrest is former president of AFK "Sistema" and ex-deputy CEO of "PhosAgro" Evgeny Novitsky—a close friend of half the Russian oligarchs and government officials.

SHe was spotted during the day at the Maya restaurant on Bolshaya Nikitskaya Street (there’s a photo, though it’s from behind—he’s wearing a gray sweater), and people say Novitsky is a regular guest at this place. Let’s recall that the period of house arrest under the sentence counts toward the term of punishment. Novitsky has been under house arrest for two years already, and there’s no end to the investigation in sight, so it might turn out that by the time of the verdict, he’ll have "served" his sentence in restaurants. That said, whether there will even be a verdict and what it might be is also very much in question. The deadlines for the crimes in the episodes charged against him are 2016, 2017, 2018, and 2019. Therefore, soon these episodes will start falling away due to the expiration of the 10-year statute of limitations.

Let’s recall, Novitsky is accused of embezzling 10 billion rubles from pension funds: "Ural FD", "Tserikh", "Mechel-Fund", Metallurgists’ NPF, First National Pension Fund, and the Trade and Industry Pension Fund.

As our project reported, when Novitsky was detained, a large group of his friends rushed to his rescue: AFK Sistema owner Vladimir Yevtushenkov; State Duma deputy and influential fixer Gleb Khor; Vladimir Pligin; then-deputy head of the Russian Presidential Administration Dmitry Kozak; Sberbank CEO German Gref, and so on. It was thanks to their efforts that Novitsky was placed under house arrest.

This is far from the full list.

Back in the day, it was precisely through Novitsky’s efforts, when he worked side by side with Luzhkov, that he managed to seize Silver Bor by illegally privatizing the state structure "Mosdachtrest." It was by "distributing" plots in Silver Bor to the right officials and heads of Russia’s FSB that Novitsky was able to build relationships with many high-ranking officials and representatives of the security bloc.
